fix(coding-agent): ignore SIGINT while process is suspended (#1668) 
Add a no-op SIGINT handler before sending SIGTSTP in handleCtrlZ().
Remove it on SIGCONT. Prevents Ctrl+C from killing the backgrounded
process.
