ci: fix nix fmt flag and prettier formatting 
Problem: `nix fmt -- --check .` fails because treefmt uses `--ci`
not `--check`. `bug_report.yaml` had a pre-existing prettier issue.

Solution: use `--ci` flag for treefmt, format `bug_report.yaml`.
